Drive on beach locations? Looking to park my jeep next to the water

I've heard there are locations around Plum Island that (with a permit) you can drive onto the beach to fish. Anyone have any insight into this?

Not sure what parts are open but I think the beach is closed to all 4x4 till the fall because of those protected birds..

Do you know of any other places I can take the jeep out into the dunes? Also, where do I get a permit?

there places on the cape also, not sure where or there rules and regulations.
